BPCL to Boost India’s Energy Sector with New Partnerships

BPCL Forms Strategic Alliances at Energy Technology Meet 2025 in Hyderabad

In a significant move towards enhancing India’s energy infrastructure, Bharat Petroleum Corporation Limited (BPCL) has entered into three pivotal Memoranda of Understanding (MoUs) at the 28th Energy Technology Meet 2025 in Hyderabad. The agreements involve collaborations with Oil India Limited (OIL), Numaligarh Refinery Limited (NRL), and Fertilisers & Chemicals Travancore Limited (FACT) in the esteemed presence of Shri Pankaj Jain, Secretary, Ministry of Petroleum and Natural Gas.

These alliances are integral to BPCL’s comprehensive growth plan which includes initiatives in refining, petrochemicals, renewable energy, and logistics infrastructure, aiming to fortify a sustainable energy framework for India.

Development of Greenfield Refinery and Petrochemical Complex

One of the key agreements signed involves a non-binding MoU between BPCL and OIL concerning the upcoming Greenfield Refinery and Petrochemical Complex at Ramayapatnam near Nellore, Andhra Pradesh. This strategic project, poised to feature a refining capacity of 9–12 Million Metric Tons Per Annum (MMTPA) and an investment of approximately ₹1 lakh crore (US$11 billion), marks a critical phase in India’s downstream sector expansion.

The collaboration will explore potential cooperative ventures, including the possibility of OIL acquiring a minority equity stake in the joint venture. The initiative has gained all essential clearances and secured 6,000 acres of land, with pre-project activities already underway.

Mr. Sanjay Khanna, Director (Refineries) with additional charge of Chairman & Managing Director, BPCL, highlighted the strategic importance of the project in enhancing BPCL’s infrastructure in southern India and aligning with India’s self-reliance goals under the Atmanirbhar Bharat initiative.

Dr. Ranjit Rath, Chairman & Managing Director, Oil India Limited and Chairman, Numaligarh Refinery Limited, expressed enthusiasm about the strategic diversification efforts that the collaboration represents, aiming to strengthen the nation’s energy security and distribution framework.

Innovative Features of the Ramayapatnam Complex

The Ramayapatnam facility is set to incorporate a 1.5 MMTPA ethylene cracker unit, a first in southern India, with a high petrochemical intensity of 35%. Supported by the Andhra Pradesh government, the project is expected to commence commercial operations by FY 2030, contributing significantly to the region’s industrial growth and energy security.

Tripartite MoU for Efficient Petroleum Product Evacuation

Additionally, a tripartite MoU was signed by BPCL, OIL, and NRL to support the efficient evacuation of petroleum products following NRL’s capacity expansion from 3 MMTPA to 9 MMTPA. This agreement includes the construction of a 700-km pipeline stretching from Siliguri to Mughalsarai via Muzaffarpur, with an investment of ₹3,500 crore. The pipeline will be jointly owned by BPCL and OIL/NRL, enhancing the logistics of transporting Motor Spirit, High-Speed Diesel, and Aviation Turbine Fuel.

Partnership for Green Energy and Waste-to-Energy Initiatives

Further advancing its commitment to sustainability, BPCL has also partnered with FACT through another MoU for the supply and trading of organic fertilizers produced at its upcoming Municipal Solid Waste-based Compressed Biogas Plant at Brahmapuram. This facility is expected to process 150 MT of waste daily, producing significant quantities of biogas and organic fertilizers.

This collaboration with FACT is set to support sustainable agriculture and echo the country’s vision for waste-to-energy solutions, underlining the shared commitment of leading Indian energy PSUs to bolster national energy infrastructure and ensure a reliable energy supply.

Collectively, these MoUs underscore BPCL’s holistic strategy to enhance refining capacities, integrate petrochemical operations, promote renewable energy solutions, and strengthen logistical networks, firmly aligning with the Government of India’s vision for an autonomous and sustainable energy future.
