NEW DELHI, September 21, 2026: SCOPE organised a workshop with Knowledge Partner Deloitte on Monday to guide public sector enterprises through the new Labour Codes and Central Rules, drawing nearly 100 participants from 32 PSEs for implementation support and technical clarity.
The session carried significance for public sector enterprises preparing to apply consolidated labour regulations across large direct and indirect workforces. It gave participants a structured understanding of provisions covering wages, social security, workplace safety and labour-management relations.
Dr. Mahendra Kumar, Joint Secretary, Ministry of Labour & Employment, Government of India, said the consolidation of labour laws into four labour codes marks a major step towards simplification, transparency and modernization. He said the reforms aim to balance labour rights with ease of doing business.
Dr. K. P. Mahadevaswamy said sustained engagement among government, employers and employees remains essential to build shared understanding and confidence. His remarks placed dialogue at the centre of successful implementation.
Shri Atul Sobti, Director General, SCOPE, described the four codes as a major shift for regulatory clarity, efficiency and inclusivity. He said PSEs must understand the reforms because their workforce footprint covers both direct employees and indirect workers across sectors.
Deloitte’s Shri Gokul Chaudhri, President Tax, and Shri Divya Baweja, Partner, said the labour law changes represent a step in the right direction for the country’s labour reform agenda. The Deloitte team supported the workshop with technical guidance on implementation issues.
SCOPE said the session continued its role as a knowledge partner to PSEs during the transition to the new Labour Codes. It also said it remains committed to holding further capacity-building programmes on the subject across the country.
