One Nation, One Grid, One Tariff: PNGRB Approves Major Reforms in Natural Gas Pipeline Tariff Regulations

New Delhi, July 4, 2025: In a significant step toward accelerating India’s shift to a gas-based economy, the Petroleum and Natural Gas Regulatory Board (PNGRB) has approved major reforms under the Second Amendment to the Natural Gas Pipeline Tariff Regulations, 2025.

The approved changes include reducing the number of Unified Tariff Zones from three to two, extending Zone 1 tariffs across the country for CNG and PNG (Domestic) users, mandating pipeline operators to source 75% of their system-use gas through long-term contracts, and establishing a Pipeline Development Reserve to fund future infrastructure.

These regulatory measures aim to simplify gas pricing, improve affordability, and promote infrastructure investment—reinforcing the vision of “One Nation, One Grid, One Tariff.”

Expert Opinion: Industry experts from the oil and gas sector have welcomed the move. In a conversation with NewsIP, one expert noted, “This reform opens doors for those who previously had no access. For many, using gas was just a dream—but now this essential resource will reach their doorstep. It’s similar to how a postal stamp has a uniform value nationwide. With the unified tariff, the same pricing will apply across the country, bringing true uniformity to gas access.”
