On January 4, 2026, in New Delhi, the inauguration of the Residue Upgradation Facility (RUF) at the HPCL Visakh Refinery was announced. This facility is distinguished by the introduction of the largest LC-Max unit globally, a pioneering achievement in refining technology. Engineers India Limited (EIL) played a pivotal role as the Project Management Consultant (PMC), overseeing the facility that now stands as a testament to groundbreaking scale and technological sophistication.

This facility, with a capacity of 3.55 MMTPA, is an integral part of the Visakh Refinery Modernization Project (VRMP). It is recognized as one of the most sophisticated and technologically advanced residue processing installations in the world. EIL provided extensive project management and engineering services throughout the project’s duration, from inception to completion, with Larsen & Toubro (L&T) handling the engineering, procurement, and construction (EPC) aspects.
Utilizing the innovative LC-Max technology, the facility achieves an impressive 93% conversion rate of heavy residues into valuable lighter distillates. This technology not only boosts the refinery’s profitability but also enhances its processing complexity and optimizes the value derived from crude oil. This is particularly significant in meeting India’s escalating energy needs.
The successful activation of the RUF is a result of the effective collaboration between HPCL, EIL, L&T, technology licensors, suppliers, and the project teams. Together, they overcame significant challenges in technology, logistics, and execution to realize a project that meets global standards.
