Redefining Public Sector Leadership: DAKSH Programme’s Game-Changing Impact

New Delhi, June 29, 2025 — In a significant step towards nurturing future-ready leadership within India’s Public Sector Enterprises (PSEs), a fresh chapter of the ambitious DAKSH Leadership Development Programme has officially been launched. The initiative continues to position PSEs at the forefront of strategic talent development, innovation, and governance transformation.

The new phase of the program was formalized through a landmark agreement signed by Shri Atul Sobti, Director General of SCOPE (Standing Conference of Public Enterprises), and Shri S.P. Roy, Joint Secretary of the Capacity Building Commission (CBC), along with Prof. Himanshu Rai, Director of IIM Indore, and Shri Rahul Rana, Partner at Egon Zehnder. The signing ceremony was attended virtually by Shri Adil Zainulbhai, Chairman of CBC, and witnessed by an influential gathering of senior leaders including Smt. Alka Mittal, Member, CBC; Shri Ayush Gupta, Director (HR), GAIL; and Shri K. K. Singh, Director (Personnel), SAIL.

A Strategic Push Toward Executive Transformation

DAKSH—launched as a visionary leadership development model—is now entering its second cohort. This phase will be powered by a robust partnership: IIM Indore takes on the role of Academic Partner, while global executive search firm Egon Zehnder joins as Knowledge Partner. The collaboration aims to develop a pipeline of high-caliber leaders primed for board-level and strategic roles across India’s state-run enterprises.

The move underscores an evolving focus within the Indian energy and infrastructure ecosystem—shifting from traditional hierarchical models to agile, performance-driven leadership structures, aligned with contemporary global business demands.

Learning from the Best

The first batch of DAKSH, comprising approximately 75 senior executives from across India’s leading PSEs, is already engaged in advanced leadership training. These sessions are being led by McKinsey & Company and IIM Ahmedabad, both serving as Knowledge and Academic Partners for the inaugural cohort. The response and learning outcomes so far have generated significant enthusiasm, setting high expectations for the incoming batch.
