BPCL:Sanjay Khanna Takes Over as Chairman & Managing Director, Raj Kumar Dubey Assumes Additional Charge as Director (Marketing)

Mumbai, May 1, 2025: Bharat Petroleum Corporation Limited (BPCL), a Fortune Global 500 company and one of India’s leading oil and gas enterprises, today announced significant changes in its top leadership. Shri Sanjay Khanna has assumed additional charge as Chairman and Managing Director (CMD) of the company, while Shri Raj Kumar Dubey has taken over the additional responsibility of Director (Marketing).
Currently serving as Director (Refineries), Shri Sanjay Khanna brings over three decades of extensive experience in refinery operations, technical services, and project management at BPCL. An alumnus of the National Institute of Technology, Tiruchirappalli with a degree in Chemical Engineering, and a postgraduate in Finance Management from Mumbai University, Shri Khanna has played a pivotal role in executing several landmark projects for setting up new process units at BPCL’s refineries in Mumbai, Kochi, and Numaligarh.
As Executive Director of Kochi Refinery, he spearheaded BPCL’s first niche petrochemical venture — the Propylene Derivative Petrochemical Project (PDPP). Shri Khanna also serves on the Boards of Bharat Petro Resources Limited and Ratnagiri Refinery and Petrochemicals Limited. Additionally, he chairs the ‘Technical Committee for Petroleum Refineries’ under the Ministry of Petroleum and Natural Gas (MoPNG).
Alongside, BPCL announced that Shri Raj Kumar Dubey, currently Director (Human Resources), has assumed additional charge as Director (Marketing). A Mechanical Engineering graduate from NIT Allahabad and an MBA from the International Centre for Promotion of Enterprises, Ljubljana, Slovenia, Shri Dubey carries over 35 years of rich experience in business operations and human capital development.
These key appointments are expected to infuse fresh momentum into BPCL’s leadership and strengthen the company’s strategic direction. The leadership transition is seen as a move to further reinforce BPCL’s competitive position in both domestic and global markets.
